MapsOnline adds boundaries and location context to the parcel card. It can help confirm the tax lot, nearby roads, districts, and jurisdiction. That last point matters because a postal line reading Vancouver, WA may still fall outside Vancouver city limits.

Trace Vancouver Vital Records
Clark County Public Health issues local birth certificates from 1927 forward and death certificates from the most recent ten years. Washington Department of Health covers statewide certificates and older eligible records. Certified birth and death copies are not open name indexes. Chapter 70.58A RCW limits them to qualified applicants who provide identity and proof of eligibility.

For a reliable Vancouver match, work back to the deed, docket, parcel card, directory volume, or agency file. A commercial compilation is not a certified government record. Government indexes can also contain errors, so corroboration still matters.

This contrast changes the search method. Vancouver Boundaries Change Record Trails
A Vancouver mailing address does not prove that the property was inside City limits when a record was created. Vancouver annexed large areas over time. Woodland Meadows entered the City in July 2018, and an older permit there may remain with Clark County even though a newer permit belongs to Vancouver.
The same issue affects older directories, code files, utility records, and maps. First identify the parcel and its jurisdiction for the relevant year. Then send a precise request to the City or County office that created the record. ZIP codes describe mail delivery, not government boundaries.
